PAssion card guide: fees, benefits and which version is worth it in 2026

The PAssion card is the People's Association membership card that unlocks member rates at Community Clubs, discounts at more than 1,800 merchant outlets, yuu Points and a free National Library Board membership. The part most Singaporeans miss: there is a free version. Since October 2022 the PAssion eCard has been a cardless, no-cost tier for anyone aged 15 and up, while the physical PAssion EZ-Link card costs S$12 for five years (S$10 if you are under 18 or 60 and above), as of June 2026. So the real question is not whether to get a PAssion card. It is whether you ever need to pay for one.

What the PAssion card actually is

The PAssion card is run by the People's Association, the statutory board behind Singapore's 100-plus Community Clubs. Membership gets you the member's rate on CC courses and facilities, plus merchant deals and a rewards layer. It is a lifestyle membership, not a bank product, so do not confuse it with a credit card.

There are several versions, and they are easy to mix up. The free PAssion eCard lives in the onePA app. The PAssion EZ-Link card is a physical card that doubles as a transit and stored-value card. The PAssion POSB Debit card is a co-branded bank card that bundles free membership. PAssion Silver is a separate concession card for seniors. Picking the wrong one is how people overpay.

If you are weighing this against other paid memberships, our SAFRA membership breakdown and the NTUC Union membership guide use the same value-per-dollar lens, so you can compare like for like.

The free eCard versus the paid card: what you give up

The eCard is genuinely free and covers the digital perks: yuu Points, eCapitaVoucher redemptions, member rates booked through onePA, and the NLB partner membership for citizens and PRs. For most people that is the bulk of the value.

The S$12 EZ-Link card adds three physical things. First, you can tap to claim merchant discounts in store at over 1,800 outlets, where a digital eCard is not always accepted at the counter. Second, it works as an EZ-Link stored-value card on buses and trains, with EZ-Reload auto top-up and a card cap of S$500. Third, you can upgrade an eCard to the EZ-Link version later for the same S$12 (or S$10 for under-18s and seniors) when you decide you want the plastic.

yuu Points, NLB membership and the perks worth using

The rewards engine is yuu, which replaced the old Plus! and Link points programmes. You earn at roughly S$1 spent equals 1 yuu Point with no cap across partners including FairPrice, Cold Storage, 7-Eleven, Guardian, BreadTalk, Toast Box and Singtel, redeemable at over 1,000 places. If you are already a heavy supermarket shopper, this stacks with the cards in our best grocery credit cards roundup.

Two perks are quietly the best value. The complimentary NLB Partner Membership lets citizens and PRs borrow up to 24 library items with no annual library fee, and it expires in step with your PAssion membership. On the voucher side, members aged 16 and up can redeem a S$5 eCapitaVoucher for 4,500 STAR$ on CapitaStar, capped at the first 10,000 members each month, so redeem early in the month.

Member rates on Community Club courses are the underrated win. A swimming, cooking or fitness course booked at the member's rate often saves more in one sign-up than the S$12 card fee. Run the numbers in our budget calculator before you assume a paid membership does not pay back.

PAssion POSB Debit card: free membership with cash back

The PAssion POSB Debit card is the route to free membership if you would use a debit card anyway. It bundles a five-year PAssion membership worth S$12 at no cost, processed within about five working days of card activation, and carries no annual fee.

On spend, POSB markets up to 9% cash rebates with the yuu Rewards Club tier or 5 miles per S$1 on everyday spend in Singapore and Malaysia, as of June 2026. New cardholders have recently seen welcome offers such as S$80 cashback with a promo code, though these rotate, so check the live POSB page before applying. You must be at least 16 to apply.

One caution: chasing the headline 9% rebate usually means committing to specific yuu Rewards Club conditions. If you will not meet them, treat this as a free-membership card with modest rebates rather than a high-cashback card. Our rewards card guide is a better starting point if rebates are your main goal.

PAssion Silver for seniors: free, and a transit win

Singapore citizens aged 60 and above get the PAssion Silver Concession Card free, valid for seven years, which is the longest validity of any version. It bundles PAssion membership benefits with senior transit concessions of up to 55% off adult fares on trains and basic bus services.

Application is largely automatic: an invitation pack arrives about a month before you turn 60, and you apply online, via the SimplyGo app, or at a SimplyGo Ticket Office, then activate from your 60th birthday with an original NRIC and a minimum S$4 top-up. Validity replacements are free; a lost-card replacement runs about S$15.10 to S$17.10 depending on the channel.

What happens when your PAssion card expires

You will not lose the perks overnight. Around 30 days before a paid membership expires, the People's Association automatically converts it to the free PAssion e-Membership, so your benefits continue at no cost.

You can renew a paid card as early as 24 months before expiry, at a CC or online, for the same S$12 (or S$10) for another five years. There is no restriction on nationality for application, so foreigners can sign up too, though the free NLB membership is for citizens and PRs only.

Is the PAssion card worth it in 2026?

For almost everyone the answer is yes, because the entry version is free. Get the PAssion eCard, claim the NLB membership if you are eligible, and start earning yuu Points. There is no break-even to calculate on a S$0 product.

Pay the S$12 for the EZ-Link card only if you will use in-store merchant discounts or want one card for transit and perks. If you take even one Community Club course a year at the member's rate, that S$12 is usually back in your pocket. Seniors should simply take the free PAssion Silver card for the transit concession alone.

Frequently asked questions

How much does a PAssion card cost in 2026?

The PAssion eCard is free for anyone aged 15 and above. The physical PAssion EZ-Link card costs S$12 for five years, or S$10 if you are under 18 or aged 60 and above, as of June 2026. A replacement physical card costs S$7.50.

Is the PAssion card free?

Yes, one version is. The cardless PAssion eCard introduced in October 2022 is completely free and covers yuu Points, eCapitaVoucher deals, member rates booked online and the NLB partner membership. You only pay if you want a physical EZ-Link card for in-store discounts and transit.

What is the difference between the PAssion eCard and the EZ-Link card?

The eCard is free and digital, sitting in the onePA app for online perks. The EZ-Link card is a physical S$12 card that also lets you tap for in-store merchant discounts and use it as a stored-value transit card on buses and trains with auto top-up.

Do I need a PAssion card to use a Community Club?

No, but members pay lower rates on courses, activities and facilities. Because a single course booked at the member's rate often saves more than the S$12 card fee, the paid card frequently pays for itself, and the free eCard lets you book member rates online at no cost.

Can foreigners apply for a PAssion card?

Yes. The People's Association places no restriction on nationality for applying, so foreigners can hold a PAssion card. However, the complimentary National Library Board partner membership benefit is available only to Singapore citizens and permanent residents.
