Excise duty is 58.9 cents for every gram or part of a gram in each stick, from 12 Feb 2026. A stick of 1 g or less pays 58.9 cents, so a pack of 20 carries S$11.78 of duty. GST at 9% is charged on top.
By 20% across all tobacco products, from 12 Feb 2026. Cigarettes went from 49.1 cents to 58.9 cents per gram of each stick, cigars and other smoking tobacco from S$491 to S$589 a kg.
Duty is charged per gram or part thereof of each stick, so the weight is rounded up. A 1.5 g stick is taxed as 2 g. Singapore Customs' example: 100 sticks of 1.5 g pay 100 x 2 x S$0.589 = S$117.80.
At SingStat's average of S$17.65 a pack in Aug 2026, duty is S$11.78 and the GST inside the price is S$1.46. That is S$13.24, about 75% of the price.
No. There is no duty-free concession or GST relief for cigarettes and tobacco. Every stick you bring in pays duty and GST, including packs first bought in Singapore with the SDPC mark.
Singapore Customs offers a composition of S$200 per packet or per 20 sticks for a first offence, S$500 for a second and S$800 for a third. Serious cases may be prosecuted in court.
