What is the Vehicular Emissions Scheme?

LTA's scheme that gives a rebate or charges a surcharge on cars and taxis by their emissions of five pollutants: carbon dioxide, hydrocarbons, carbon monoxide, nitrogen oxides and particulate matter. It applies to cars registered from 1 Jan 2026 to 31 Dec 2027 on the current bands.

How is my car's VES band decided?

Each pollutant falls in a band from A to C3, and the worst one sets the car's band. LTA puts a car with a port-fuel injection engine and no PM value in band C3, whatever its other readings.

How much are the VES rebates and surcharges?

For cars registered in 2026: band A S$22,500 rebate, B nil, C1 S$7,500 surcharge, C2 S$22,500 and C3 S$35,000. In 2027: A S$20,000 rebate, B nil, C1 S$15,000, C2 S$30,000 and C3 S$45,000 surcharge.

Can a hybrid car get a VES rebate?

Not under the 2026 and 2027 bands. Band A needs zero hydrocarbons, carbon monoxide, nitrogen oxides and particulate matter, so only fully electric cars reach it. LTA and NEA said hybrids would no longer receive rebates.

How does LTA rate an electric car's CO2?

It applies 0.4 g of CO2 per Wh to the car's electricity consumption, from 1 Jan 2025 to 31 Dec 2027. A car using 150 Wh/km is rated 60 g/km.

Can a rebate cut my ARF to zero?

Rebates offset the Additional Registration Fee down to a minimum of S$5,000. For fully electric cars registered from 2022 to 2027 the minimum is S$0.

What is the EEAI?

The EV Early Adoption Incentive: fully electric cars registered in 2026 get 45% off the ARF, capped at S$7,500, on top of the VES rebate. It ends on 31 Dec 2026, so cars registered in 2027 get only the VES rebate.

Does the VES change my PARF rebate?

Yes. LTA works out PARF on the net ARF you paid after emission rebates, so a rebate lowers it. A surcharge is not counted as ARF, so you never get it back.

Does the VES apply to imported used cars and taxis?

Yes. A used import is banded on its own emissions test, and LTA also charges S$10,000 to register each imported used car. Taxis use the same bands at 1.5 times the car amounts. Light goods vehicles fall under a separate scheme, the CVES.
