It depends on the list. At a centre on AIA's list you can claim without the TCM questionnaire, subject to your policy's TCM coverage. China Taiping, Liberty and EQ's panels are for company medical cards (MHC, IHP or Alliance Medinet networks) whose plan includes TCM, and each insurer's finder explains its rules.

A practitioner registered with the Traditional Chinese Medicine Practitioners Board (TCMPB). That is AIA's stated requirement, and a registered practitioner is the safe choice for any insurer.
