What is the water price in Singapore?

From 1 Apr 2025, PUB charges S$3.24 per cubic metre before GST for the first 40 m3 a month, and S$4.39 per cubic metre above that. With 9% GST that is about S$3.53 and S$4.79.

What makes up my water bill?

Three charges per cubic metre: the water tariff (S$1.43), the Water Conservation Tax (S$0.72) and the Waterborne Tax (S$1.09), plus GST. The rates are higher above 40 m3.

What is the Water Conservation Tax?

PUB brought it in in 1991 to encourage saving water and reflect its scarcity. It is 50% of the tariff for the first 40 m3 a month and 65% above that.

What is the Waterborne Tax?

PUB's contribution towards treating used water and maintaining the used water network, paid by all water users. It is S$1.09 per m3 for the first 40 m3 and S$1.40 above.

How much water does an average household use?

In 2024 a 4-room HDB flat used 15.4 m3 a month on average, a 3-room 12.2 m3 and a landed home 30.6 m3. Each person used 141 litres a day in 2025.

Does GST apply to the water bill?

Yes. GST at 9% applies to the tariff and both taxes.

Does U-Save help with the water bill?

Yes. U-Save rebates go to your water, gas and refuse charges before electricity. Eligible HDB households get up to S$760 in FY2026, depending on flat type.

Did the water price go up recently?

Yes. SingStat's water price series shows S$2.74 per m3 for the first 40 m3 in 2023 and S$2.94 in 2024, before GST. The current S$3.24 applies from 1 Apr 2025.
