What is the HDB MOP?

The Minimum Occupation Period is the time you must live in your HDB flat before you can sell it on the open market, rent out the whole flat, or buy private property in Singapore or overseas. Everyone listed in the flat must physically live in it during the MOP.

How long is the MOP?

5 years for Standard flats and flats sold before the October 2024 sales exercise, whether bought new or resale. 10 years for Plus and Prime flats, including PLH flats. 5 years for DBSS flats and 20 years for Fresh Start flats.

When does the MOP start?

On the day your flat purchase is legally completed. For a new flat this is when you collect the keys. For an EC, the MOP runs from the TOP date.

Does time away from the flat count towards the MOP?

No. HDB leaves out any period when you did not physically live in the flat, such as renting out the whole flat with HDB's approval, and any period of a lease infringement.

Can I rent out my flat after the MOP?

If you are a Singapore citizen and own a Standard or older flat, yes: the whole flat, for at least 6 months per tenant, within the non-citizen quota. Plus and Prime flats can never be rented out whole, even after the 10-year MOP. Permanent residents cannot rent out the whole flat.

Can I buy a condo and keep my HDB flat?

After the MOP, yes, if at least one owner is a Singapore citizen. During the MOP, no one in the household may buy private residential property. Households where all owners are PRs must sell the flat within 6 months of buying private property.

What is the MOP for an EC?

5 years from TOP for most ECs. For EC projects whose land tender closed on or after 8 May 2026, it is 10 years. Foreigners can buy an older EC 10 years after TOP, or 15 years for the newer projects.

Is there still a wait-out period after selling private property?

Since 28 Jul 2026 there is no 15-month wait-out to buy a resale flat without grants or an HDB loan, but you must sell your private property within 6 months. The 30-month wait-out still applies to buying a subsidised flat, an EC from the developer, or taking an HDB loan.
